The root cause is -low salary. We can make thousands of laws for corruption but any law can’t stop corruption because we are not attacking the root cause of it. When these IAS and IPS join the service, they are one of the best brains in the country. They are around 300 best brains of the country for that particular year. Obviously they are best so they are there. Even the procedure to select them by UPSC CSE is very good. Still if they become corrupt, do you really think if we take some other type of people then they will not become corrupt?
The problem lies in the salary issue. A person who is administering a complete district and is responsible for every small and big incident in that city doesn’t even get 1 lakh/month. If you want to educate your children in a good convent school then too you need around 5000 rupees per child per month. Except that medical expenditures and certain other expenditures are there which he has to pay. He also has to live like a District Magistrate. You can’t expect him to live like a peon. That status management also require some expenditure. Of course you don’t become IAS to spend life of a beggar or peon.
Some people will say here that he also gets some other facilities like a government house whose rent itself is around 10 lakh per month and a car and what not. Please also think that is he keeping all these things with him for lifetime? Obviously not. Don’t give him 10 lakh per month house. Give him 10 lakh per month as his salary and let him decide which type of house he wants to live in. Don’t give him any facility just give him that expenditures in the form of salary and let him decide how he is going to spend them.
Moreover, there is no pension scheme for them. What are they going to do after their retirement if they don’t have money? If you can’t give them pension then at least give them enough salary. A person who works in private sector and is not better than him, earns 5 lakh per month or even more than that. What do you want IAS/IPS to become? God? They are human and unless we provide them enough for their material needs, they can’t work without corruption.
Most of the IAS/IPS enters in their services hoping that they are going to transform their country but where is the chance for them to do anything? They are not paid enough, they have to bear political pressure and those politicians that we, the public provide them by elections are far more corrupt. Still they are working in such a bad situation of this country and they are those who keep on doing their work silently without much recognition. Politicians get the credit of their work most of the time still they keep on serving the country. If we want to make them corruption free, the first step is to change the politics of India. Once the politics of India becomes corruption free, bureaucracy will also become corruption free. Moreover, salaries of them should also be increased so that they don’t have to worry about their material needs and their present and future both are secured. Only then should we except them to work without corruption.
